Southwest Bend Neighborhood District
The Southwest Bend Neighborhood District (SBND) is one of 13 Neighborhood Districts (formerly known as Neighborhood Districts) recognized by the City of Bend. People over the age of 18 who live or have businesses in Southwest Bend Neighborhood District are automatically SBND members.
The work we do depends on the interests and motivation of the people who get involved.
You can bring issues and concerns to the neighborhood board and general meetings for discussion. You can contribute to the future of your neighborhood.

Purpose of the SW Bend
Neighborhood District
As the first Neighborhood District (now District), the Southwest Bend ND was established in 2001 with the purposes:
(a) To maintain, protect, and enhance the livability and sense of community of the Neighborhood.
(b) To maintain an open line of communication and liaison among the Neighborhood, the City of Bend, other participating agencies, and other neighborhoods.
(c) To provide an open process by which all members of the Neighborhood may involve themselves in the affairs of the Neighborhood.
(d) To facilitate the exchange of information among Neighborhood citizens.
(e) To be organized exclusively for pertinent advocacy issues, educational, social and charitable purposes.
Neighborhood History
Neighborhood organizers met beginning in December 2000, for the purpose of forming a Neighborhood District. On October 1, 2001, the organizers and members of the neighborhood met to confirm their neighborhood boundaries.
At the October 1, 2001 meeting, three organizers stepped forward and volunteered to craft the Neighborhood District Bylaws for review by the other organizers and the general membership. During the October 29 meeting, neighborhood residents in attendance discussed the crafted bylaws, and voted unanimously to accept them.
Bend City Council formally recognized the Southwest Bend Neighborhood District on December 5, 2001, the first of the now 13 neighborhood groups to be established. The association was renamed by the City of Bend to Southwest Bend Neighborhood District in 2024.
Where is Southwest Bend?
The boundaries for the Southwest Bend Neighborhood District encompasses a region generally defined as: south of Powers Rd., east of the Deschutes River, west of 3rd St. and inside the Bend city limits (the Neighborhood). The portion of Elkhorn Estates between Powers Rd and the COID canal is also included.
About the SBND Board
The SW Bend Neighborhood District (SBND) board is comprised of volunteers working on behalf of our neighborhood.
We encourage your participation whether it is as a one-time volunteer for an event, general interest in some of our initiatives around traffic or land use, special projects such as fire safety and septic to sewer, acting as a liaison between neighbors and the unique business district within our borders, or interest in joining the board - we want to hear from you!
